For the Real Estate Industry 

While the primary mission of the Office of the Tenant Advocate (OTA) is to serve tenants, OTA also provides information to those in the real estate industry to help them understand their rights and duties in the District of Columbia.

Rental Accommodations and Conversions Division (RACD)

The Rental Accommodations and Conversion Division (RACD), which is part of the Department of Consumer and Regulatory Affairs, is responsible for administering the Act. The head of the agency is the Rent Administrator. A separate, three-member Rental Housing Commission (RHC), writes regulations under the Act. The RHC is also the first level of appeal of the Rent Administrator decisions.

Basic Business License Requirements

Businesses that provide housing rentals in the District of Columbia are required by law to apply for a Basic Business License (BBL). This includes apartment buildings, rooming houses, and rental homes/basement apartments.
